According to the data provided by the Humanitarian Department of the United Nations Organization the number of natural and man-made disasters is scaling up which poses serious problems even to highly developed countries. The economic damage frequently accounts for 5-10 % of the Gross National Product. In developing countries the proportion is well above 30-40 %. Complexity and scale of problems require joint efforts and international cooperation for carrying out rescue missions, delivering humanitarian aide, information and technology exchange that could contribute considerably to disaster mitigation.
That is why organization and development of large-scale international cooperation in the field of prevention, mitigation and elimination of consequences of emergency situations is defined globally as a top priority.
The international policy of the Ministry for Emergency Situations
is directed towards strengthening of positive, progressive, humanitarian
image of the Republic of Belarus, towards further development of
the system of Belarusian Ministry for Emergency Situations and envisages
solution of the following priority problems of the multi- ectored
international cooperation:
Integration of efforts with the states that have common borders or share common heritage and interests with the Republic of Belarus: Russia, Ukraine, Poland, Lithuania, Latvia, Yugoslavia, the Kirghiz Republic, Moldova and other countries of the CIS.
Establishing and enhancing cooperation with international organizations:
- United Nations Organization (UNO);
- International Atomic Energy Agency (IAEA);
- International Technical Committee for the Prevention and Extinction of Fire (CTIF);
- International Civil Protection Organization;
- Intergovernmental Council on Natural and Man-made Emergencies (IGC on ES) and Force Corps of the CIS;
- International Search and Rescue Advisory Group (INSARAG);
- North Atlantic Treaty Organization (NATO);
- Central European Initiative (CEI).
Establishing
and enhancing cooperation with the countries that have capabilities,
experience and historical traditions in the field of emergency prevention
and elimination: Germany, Sweden, Great Britain, the USA. |
