The Republic of Belarus renders humanitarian assistance to the population of foreign countries affected by emergencies or armed conflicts. The figures describing this help, concede to similar parameters of Russia, the USA, Switzerland, Germany or Great Britain, but their value for our country was high, as it demonstrated humanitarian nature of the national foreign policy and raised the country's image on the world scene.
The financing of expenditures concerning material and technical means sent as humanitarian aide is realized through the National Natural and Man-made Emergency Fund.
Its resources are directed towards:
Handling search and rescue, reconstruction and other emergency missions aimed to eliminate the danger to people's life and health at enterprises, establishments and organizations;
Acquisition of special devices, means of protection, equipment for search and rescue brigades;
Transportation expenses of search and rescue brigades;
Expenses on evacuation from places of emergencies;
Remuneration of labor to experts and other personnel involved in emergency elimination missions;
Financial support to juridical persons, small-scale entrepreneurs, natural persons whose property was damaged as a result of natural or man-made disaster;
Emergency prevention measures;
Other expenses of the ministries and other national, regional and Minsk agencies, associations, enterprises, establishments and organizations, concerned with natural and man-made disasters.
In 2001 the National Natural and Man-made Emergency Fund allocated 460,509 million rubles for rendering humanitarian aide to 9 states.
The humanitarian help was rendered to the Socialist Republic Vietnam, the Republic of India, the Republic of Armenia, the People's Republic of China, Ukraine, the Republic of Moldova, and the Republic of Saha.
In 2002 the humanitarian help was rendered to southern regions of Russia, affected by floods. |
