Institute of retraining and Professional Development of the Ministry for Emergency Situations of the Republic of Belarus was established by the order of the Ministry of Internal Affairs of the Republic of Belarus of August, 13, 1996 N 044, as the National Training Center for militarized fire service staff of the Ministry of Internal Affairs of the Republic of Belarus (NTC) - an independent educational division directly subordinated to the Central Board of Militarized Fire Service of the Ministry of Internal Affairs of the Republic of Belarus.

In accordance with the order of the Ministry for Emergency Situations of the Republic of Belarus of June 07, 2000 ¹90 the Institute of retraining and Professional Development of the Ministry for Emergency Situations of the Republic of Belarus was established on the basis of the National Training Center for militarized fire service staff (NTC).

Over 800 employees of agencies and divisions for emergency situations of the Republic of Belarus have attended the courses of the Institute.

At the moment the Institute is seeking the status of International Center for Rescuer's Training.

The Institute occupies the area of 40 hectares. Its 39 buildings and constructions have the total area of 15634.24 square meters.

There are 18 lecture, laboratory and purpose-built rooms in the Institute equipped to meet the requirements of the academic program. This number includes a lecture hall that meets BCH-51-86 space standards, a computer class for in-class as well as self-study activities, and a sufficient number of teaching facilities. The ground for tactical and psychological training with its 40 full-scale simulation grounds is the venue for over 1500 types of emergency situation models, possible in case of the fire, natural and man-made disasters in various branches of economy. There search and rescue techniques are trained, new types of fire extinguishing devices and search and rescue equipment are tested, command maneuvers are held. There is also a fire testing ground for construction materials and units. So, everything has been done to provide for conducting scientific researches in the fields of protection of the population and territories against emergencies; psychological aspects of rescuer work; effective training technologies.

The Institute has at its disposal a 180-room dormitory, a medical aid post with an isolation ward, a leisure center with the 200 seating capacity, a library, a 200- dining hall and a bar. The 1139-square-meter office block houses direction offices, educational department, rear service department, personnel and accounts departments and secretary's office. The completion of a new modern dormitory is underway.

Besides the Institute can boast its sports infrastructure that includes a training hall with a 7-storied sports tower, a training hall and a stadium that meets the highest standards. A reliable radio and telephone communication are available with the latter operating a 30-number automatic telephone exchange and international exchange facilities. Engineering and other service lines permit to raise the capacity of the Institute to up to 450 students.
As a result of combined Belarusian – Swiss project on the basis of Institute of retraining and Professional Development was established International Center for Rescuer's Training. In December the Centre began its work; conducted training of the first international rescuer group from the Republic of Moldova. For process implementation the Institute has the largest ground on operational and tactic rescuer training in the world with the area of 8,5 hectares; was established by the instrumentality of interested departments and organisations. On 42 training grounds are modelled and improved movements and methods liquidation of more than 1500 emergency situations of man-caused and nature character; improved rescuer technologies, conducted tests of new types of fire extinguishers and salvation equipments, command and staff training. There is a training ground of firing test of building materials and constructions. In such a way, there are all conditions for research studies in the sphere of population and territory protection from emergency situations, psychological characteristics of rescuer's work, learning technologies.

By the order of the Ministry for emergency situations of the Republic of Belarus from April, 4 2003 N 52 opened and functioned a branch of educational institution of the Institute of retraining and Professional Development of the Ministry for Emergency Situations of the Republic of Belarus in Minsk. This branch works in accordance with staffing plan, which is based on needs analysis of staff training for the Ministry for emergency situations and other public authorities with the use of differential approach to retraining and professional development of varies trainee categories.

Supervisory personnel training of the public system of prevention and liquidation of emergency situations and civil defence in the institute is carried out in accordance with the Resolution of Council of Ministers of the Republic of Belarus from August, 23 2001 N 1281 “Order of training of guidance, officials and representatives of the republic service of public administration, unions, subordinated to the Government of the Republic of Belarus, local and executive departments, organisations and population in the sphere of protection from emergency situations of man-caused and nature character”.
